REQUEST FOR PROPOSALS

SALE OF EXTERIOR AND INTERIOR BUS ADVERTISING AND BUS SHELTER ADVERTISING

The South Central Transit Authority (SCTA), Capital Area Transit (CAT) and the Central Pennsylvania Transportation Authority/rabbittransit are seeking proposals from qualified advertising firms to act as a representative for each Authority for the sale of exterior and interior advertising space on its buses and shared ride vehicles for each of the Authority’s service areas.    SCTA and CAT are also seeking proposals for the sale of advertising space on bus shelters.

Proposals will be accepted at SCTA’s offices at 45 Erick Road, Lancaster, PA 17601 until 12:00 p.m., prevailing time, on Tuesday, October 11, 2016.

The South Central Transit Authority (SCTA) will receive sealed bids for the printing of the BARTA Ride Guide and the RRTA Ride Guide on newspaper stock.  The sealed bids will be received at the office of the Executive Director, 45 Erick Road, Lancaster, PA 17601 until 11:00 AM, prevailing time, on Tuesday, October 11, 2016.

Standard Contractual Provisions for Purchase Orders and Federally Funded Procurements:
Vendors accepting purchase orders or entering into a contractual agreement with SCTA for the provision of goods and services agree to comply with the terms and conditions as set forth herein and in the purchase order and agreement. In addition, vendors filling an order in whole or in part agree to comply with the applicable federal provisions. In accordance with SCTA policy and in compliance with the federal regulations, the Standard Federal Requirements (please click below) apply to purchase orders, contracts, and procurements that do not exceed $100,000 funded in whole or in part with federal funds.

Standard Federal Requirements – Federal Transit Administration (FTA)

Please note that solicitations for written quotations and publicly advertised procurements issued by SCTA and procurement documents for the purchase of goods and services exceeding $100,000 are expected to include the Standard Federal Requirements that apply to that procurement.
