SCTA established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT) 49 CFR Part 26. SCTA receives federal financial assistance from the DOT, and as a condition of receiving this assistance, SCTA signed an assurance it will comply with 49 CFR Part 26. It is the policy of SCTA to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in contracting and procurement activities of SCTA, including all DOT-assisted contracts. In addition, SCTA is committed to fostering small business enterprise participation in the procurement of goods and services.

Federal guidelines and SCTA’s DBE Program require the Authority to develop a DBE goal to cover three fiscal years. SCTA’s initial DBE Goal covered the three year period beginning October 1, 2015 and ending September 30, 2018.
SCTA developed a DBE goal to cover the next three federal fiscal years beginning October 1, 2018. The SCTA DBE goal for FFY 2019, 2020 and 2021 is 7.8%. The 7.8% goal appears reasonable based on the information SCTA has access to on the ready, willing and able DBE firms available relative to all businesses ready, willing and able to participate in DOT-assisted contracts SCTA is projecting to advance.
