REQUEST FOR PROPOSALS

TRANSIT DEVELOPMENT PLAN UPDATE

The South Central Transit Authority (SCTA) is seeking proposals from qualified professionals to develop a Transit Development Plan Update for its fixed-route bus service and paratransit service operating in Lancaster and Reading, Pennsylvania.   SCTA is the public transportation authority serving Berks and Lancaster Counties, Pennsylvania.  Proposals will be accepted at SCTA’s offices at 45 Erick Road, Lancaster, PA  17601 until 1:00 p.m., prevailing time, on Tuesday, August 16, 2022.

All proposals and agreements are subject to all applicable federal and state laws and to a financial assistance contract between SCTA, the Federal Transit Administration and the Pennsylvania Department of Transportation. Proposers will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations.  SCTA solicits and encourages Disadvantaged Business Enterprise participation.  DBE’s shall be afforded full consideration of their response and will not be subject to discrimination.  SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive informalities as it deems to be in its best interest.

REQUEST FOR PROPOSALS

FIXED-ROUTE TRANSIT SCHEDULING AND RUN-CUTTING SOFTWARE

The South Central Transit Authority (SCTA) is seeking proposals from qualified firms on behalf of itself and the Cambria County Transit Authority (Camtran); Luzerne County Transportation Authority (LCTA); and River Valley Transit Authority (RVT), (hereinafter referred to as “The Parties”) for the purchase and implementation of fixed route Transit Scheduling and Run-cutting Software.  The successful proposer will also provide training and support over a five (5) year period.  Responses to this proposal may be Software-as-a-Service proposals or for licensed software.  An original and six (6) copies of the proposal shall be received no later than 2:00 p.m., prevailing time, on Tuesday, June 28, 2022 and should be addressed to:  Mr. Greg Downing, Executive Director, South Central Transit Authority, 45 Erick Road, Lancaster, PA  17601.
