ON-CALL PLANNING, ENGINEERING, DESIGN AND CONSTRUCTION MANAGEMENT SERVICES        

Notice is hereby given that The South Central Transit Authority (SCTA) is seeking Statements of Qualifications (SOQs) from qualified professionals to provide On-Call Planning, Engineering, Design and Construction Management Services on an on call basis over a three (3) year period, with the possibility of extending the contract term for two one-year extensions at SCTA’s option.   SCTA is the public transportation authority serving Berks and Lancaster Counties, Pennsylvania.

REQUEST FOR PROPOSALS

PURCHASE OF A 30 TON WRECKER

The South Central Transit Authority (SCTA) is requesting proposals for the purchase of a 30 TON WRECKER.  An original and three (3) additional hard copies of the proposal and one (1) electronic copy on a USB of the proposal shall be received at the office of the SCTA Executive Director, 45 Erick Road, Lancaster, PA 17601, no later than 2:00 pm, prevailing time, on Friday, November 18, 2022.  All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation.

Contractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations.  SCTA solicits and encourages disadvantaged business enterprise participation.  DBE’s shall be afforded full consideration of their response and will not be subject to discrimination.

INVITATION FOR BID – ELECTRICAL CONTRACTOR

DISEL FUEL TANK REPLACEMENT – LANCASTER AND READING OPERATIONS CENTERS

Sealed bids will be received by the South Central Transit Authority (SCTA) for an electrical contractor to work with TTI Environmental, Inc. for the removal of the existing diesel tanks and for the installation of new diesel tanks at both the Lancaster Operations Center and the Reading Operations Center at the office of the SCTA Executive Director, 45 Erick Road, Lancaster, PA 17601 until 2:00 PM, prevailing time, on Tuesday, November 1, 2022.  The bids received will be publicly opened and read at the designated time.

A non-mandatory Pre-Bid meeting will be held on Tuesday, October 11, 2022, beginning at 11:00 a.m. at the Lancaster Operations Center at 45 Erick Road, Lancaster, PA.  The Pre-Bid meeting will continue to the Reading Operations Center at 1700 N 11th Street, Reading, PA 19604, beginning at 1:00 p.m.

All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration.

SCTA solicits and encourages disadvantaged business enterprise participation.  DBEs shall be afforded full consideration of their response and will not be subject to discrimination.  For this project, a DBE goal has been established for this Contract at 5%.

Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto.  Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work.

A cashier’s check, or an acceptable Bidder’s Bond, payable to South Central Transit Authority, Lancaster, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required.

SOUTH CENTRAL TRANSIT AUTHORITY

 MAINTENANCE UNIFORM RENTAL SERVICES

Notice is hereby given that the South Central Transit Authority (SCTA) is seeking proposals for maintenance uniform rental services and also for floor mat rental services.  The requested maintenance uniform services will be supplied to the SCTA Lancaster Maintenance Shop, 45 Erick Road, Lancaster, PA and the SCTA Reading Maintenance Shop, 1700 North 11th Street, Reading, PA.  The additional floor mat services will be supplied to SCTA Reading Operations Center, 1700 North 11th Street, Reading, PA and the BARTA Transportation Center, 8th and Cherry Street, Reading, PA.  Floor mat services and shop towels will be supplied to SCTA Lancaster Operations Center, 45 Erick Road, Lancaster, PA.

An original and three (3) copies of the proposal shall be received no later than 2:00 p.m., prevailing time, on Friday, October 28, 2022 and should be addressed to:  Mr. Gregory C. Downing, Executive Director, South Central Transit Authority, 45 Erick Road, Lancaster, PA  17601.
