The SCTA Strategic Plan provides a dynamic blueprint for growth and innovation as well as actions to improve internal operations, staff recruitment and retention, training, communication, and mentorship through strategic investments in the future authority.

SCTA is the organization responsible for the management, administration, and planning functions for Berks Area Reading Transportation Authority (BARTA) in Berks County and Red Rose Transit Authority (RRTA) in Lancaster County. Before the formation of SCTA in 2014 there were two plans, BARTA’s 2009 Strategic Plan and RRTA’s 2008 Long Range Public Transportation Plan, that served as strategic documents guiding BARTA and RRTA respectively. Now functioning as a single consolidated entity, the purpose of this PennDOT funded effort was to create the first Strategic Plan for SCTA to guide the entirety of the Authority as it is doing business as SCTA, BARTA, and RRTA.
